黃漢偉:提昇廉屋化糞池動工了‧
檳城‧威南)檳州城鄉規劃及房屋事務委員會主席黃漢偉說,困擾396戶雙溪爪夷廉價屋居民近10年的排污系統問題,在提昇工程進行的1年內,居民難免會繼續嗅到異味,居民要有所準備。
他說,民聯州政府首次撥出最大筆的撥款167萬令吉,提昇州政府廉價屋化糞池系統,因為工程有挖掘化糞池,施工期間無法避免嗅味的問題。
黃漢偉昨日(11日)在爪夷區州議員陳明發、英達麗水公司及承包商代表陪同下,為雙溪爪夷及華都村廉價屋提昇化糞池工程主持動工儀式上致詞。雙溪爪夷獲130萬令吉撥款,而華都村42戶的化糞池獲37萬令吉提昇。
他表示,2區的廉價屋都超過30年,當時的化糞池是採用舊式個人化糞池系統,沒有先進的科技過濾,因此容易溢滿。
黃漢偉說,工程竣工後,州政府決定把化糞池管理權移交給英達麗水公司接管。

黃漢偉也說,提昇化糞池工程耽誤了1年,是因為州政府首次進行大型提昇化糞池計劃,當局必須收集各方的知識和技術,確保工程有效及透明,才拖延到今天。
另一方面,黃漢偉說,自2008年後,民聯政府每年把維修州政府廉價屋基設的撥款提昇到1千萬令吉,比起國陣年代的100萬令吉,提高了10倍,解決了不少前朝政府不能解決的廉價屋基設問題。
他也說,這次提昇排污工程共有12名承包商參與該公開招標活動,出價167萬令吉的承包商獲標。

爪夷區州議員陳明發說,這次雙溪爪夷和華都村廉價屋提昇化糞池系統的費用167萬令吉全部由州政府支出,解決困擾居民多年的貼身問題。
他說,2天前,承包商與雙溪爪夷18戶違例擴建的居民對話,所有居民答應自動拆除擴建部份,確保不會影響工程進展。
他也說,州政府在4年以來,明顯改善爪夷選區的水災問題,同時對廉價屋基設也特別關注。
更換排污管及輸送管
承包商卡馬沙說,這次的工程,所有排污管和連接共用化糞池的輸送管都會更換。
“8個共用化糞池將會清洗及更新抽泵的系統,讓排污系統更順暢及提昇該花園的環境衛生。”(星洲日報/大北馬)

AFTER nearly 30 years of enduring frequent pump breakdowns in sewage treatment plants in their area, 438 households in two schemes can look forward to stink-free days ahead.
The Penang government has allocated RM1.6mil to repair the faulty pumps and upgrade all 10 sewage treatment plants in Taman Desa Jawi and Kampung Valdor in Nibong Tebal in Seberang Prai.
State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai said the upgrading work would take about a year to complete.
“A communal septic tank system will be installed in the treatment plants in both housing schemes to replace the existing conventional system.
“The treatment plants will also have new pipes and filters to ensure smooth sewage flow from the housing scheme to the treatment plants,” he said.
He was speaking after launching the repair works in Taman Desa Jawi.
Wong said that after the repair work was completed, the treatment plants would be officially surrendered to Indah Water Konsortium (IWK) for maintenance and supervision.
He added that eight sewerage plants were located in Taman Desa Jawi which had 396 households while two plants were located in Kampung Valdor which had 42 households.
Jawi assemblyman Tan Beng Huat said some residents who had put up illegal extensions behind their units had been told to remove the structures to facilitate pipe replacement.
“We hope the residents can patiently bear with the occasional foul smell emitted during the pipe replacement.”
Resident Hamid Darus, 65, who has been staying in Taman Desa Jawi for 30 years, said the pump at the treatment plant near his low-cost terrace house had stopped functioning a few years ago.
Basharuddin Ismail, 70, said the residents had to put up with a terrible stench whenever the pumps at the treatment plants malfunctioned.
“We usually called up IWK to pump out the sewage whenever stench emanated from the treatment plants.
“I am thankful that the state is upgrading all the sewerage plants in our neighbourhood to tackle the problem effectively,” he said.
Also present was IWK northern region project engineer G. Tharmalingam.
